EU Foreign Policy chief Federica Mogherini issued a statement late Wednesday on a decision by the EU General Court earlier in the day to remove the Islamist terror militia Hamas from the EU’s list of terrorist organizations, saying “This legal ruling is clearly based on procedural grounds and it does not imply any assessment by the Court of the substantive reasons for the designation of Hamas as a terrorist organization. It is a legal ruling of a court, not a political decision taken by the EU governments. The EU continues to uphold the Quartet principles.” She went on to say that the EU was planning to appeal the decision and broadly implied that she expected it to be overturned, adding that sanctions on Hamas remain in place pending such an appeal.
