US President Barack Obama made a major policy speech on Wednesday evening, laying out his strategy to “degrade and destroy” the Islamic State (IS, formally ISIS) terror militia in cooperation with NATO and Middle Eastern allies. “We will conduct a systematic campaign of airstrikes against these terrorists,” Obama said from the White House. “I will not hesitate to take action against [Islamic State] in Syria, as well as Iraq. This is a core principle of my presidency: if you threaten America, you will find no safe haven.” He added a caveat that large-scale US ground forces would not be deployed in the fight, instead opting for a strategy of arming and training local militias and armies and encouraging local governments to secure their own territory and build functional governing institutions to dissuade their populations from joining jihadist groups.
