FCC proposes ‘strongest ever’ net neutrality plan

FCC Chairman Tom Wheeler confirmed that his net neutrality rules will move to regulate broadband as a telecom service rather than an information service, an approach known as Title II. Those rules will apply to wireline and wireless services alike, though only on the last mile to consumers’ homes, the FCC confirmed. The commission will also wade into the inter-connection debate, which blew up last year as Netflix fought some rather public battles with ISPs like Comcast and Verizon.
