Near the courthouse just off the main town square stands a small makeshift shrine adorned with flowers, a cross, a toy bear and a handwritten note: “God bless you Kayla.” The shrine is a tribute to Kayla Mueller, the 26-year-old humanitarian aid worker who died while being held hostage by Islamic State militants in Syria.
