Diplomats for the major powers emerged from a meeting in Munich, Germany on Friday declaring that they have agreed on a framework for a “pause” in the fighting in Syria and the delivery of humanitarian aid to the millions of civilian non-combatants caught up in that conflict. US Secretary of State John Kerry hastened to point out that this development is not a formal “cease-fire” and much work remains to be done before that could occur. Meanwhile, the Islamic State (IS) terror militia and other armed factions which were not involved in the negotiations in Munich appeared to take little notice of the announced “pause” in hostilities.
