In June and July 2016, gains by coalition forces fighting against the Islamic State (IS) in Iraq and Syria prompted a wave of commentary about what will come the “day after,” in the post-Islamic State period. Nevertheless, on the ground, the coalition’s war against the IS is still a piecemeal affair.
