Democrats had forced the vote to be delayed over concerns about Pompeo’s previous statements in favor of expansive metadata collection of American citizens’ communications and financial transactions. Pompeo also previously expressed openness to resuming waterboarding during interrogation of terrorism suspects, a procedure banned by the Army Field Manual.
